This position is responsible for leading and building the following core competencies at OnStar:
- Test Tools Management
- Test Data Management
- Pre-Production Environment Management
Work involves managing the strategy, people, tools and processes required to ensure OnStar's testing tools, test data and pre-production environment needs are met. Individual must be a strong leader who can work across multiple cross functional groups that utilize pre-production environments for development and testing.
This position will:
- Have accountability for achieving the goals and objectives of the Test Tools, Test Data Management and Pre-Production Environment Management teams
- Manage a staff of 3-8 resources that will help accomplish the outlined goals
- Team Collaboration - Reward top performers, address low performance with Development Manger.
- Provide leadership and mentoring to other test leads and test team members.
- Integrate the testing services (tools and data) horizontally across all releases and test events
- Work with Development Managers, Release test leads, UAT leads and Non-functional test leads to ensure all the environment and data requirements for each test event is met
- Manages OnStar's strategy and roadmap for testing tools (both industry and OnStar specific)
- Responsible for evaluation, selection and implementation of industry test tools
- Owns and manages environment schedule (lab management) for the SIT, Preprod, Vehicle Validation and Training (TRUAT) environments
- Approves Entry/ exit of content into SIT, UAT and Training
- Work with infrastructure, application and CTI teams to ensure the delivery of a ready to use environment for each test event
- Lead Integration of test data management across the various application development teams.
- Communicate ideas, plans, and results effectively via presentations and written reports to senior management
- Work effectively with peers, management, operations groups, and outside organizations
- Strong leadership skills to direct team activity through difficult and demanding resolution of issues.
- Demonstrated application of mature judgment and strong decision making.
- High level of analytical ability to assess and identify appropriate alternative courses of action to resolve complex issues.
- In-depth knowledge of OnStar's quality standards, policies and procedures.

- Work closely with leadership to develop future strategic solutions to meet business integration and scalability requirements.
- Manage relationships with software and service suppliers to ensure timely delivery of high quality and cost effective solution.
Qualifications
Basic Required
- Technical University/College Degree in Computer Science, Computer Information Systems, Engineering or other technically related disciplines.
- Minimum of 7 years of Software Development and Project Management experience.
- Experienced in implementing testing tools, test data management processes and environment management.
- Ability to understand technical issues and also handle business implications.
- Successfully led a minimum of two complex, global, multi-vendor IT projects with responsibility for development testing and deployment.
- Experience managing budgets.
- Experience using VMware.
- Capable of handling multiple diverse and complex assignments concurrently.
- Can conform to shifting priorities, demands and timelines through analytical and problem-solving capabilities.
- Ability to effectively prioritize and execute tasks in a high-pressure environment.
- Analyze requirements to derive necessary and identify implicit requirements.
- Experience managing requirements to ensure that scope is consistent with stated needs and that project deliverables remain synchronized as a result of agreed changes.
- Well developed oral and written communication skills

- Project Management Professional, PMP and Scrum Master Certification.
