ok so let me get this straight you want someone that REALLY knows what they are doing with a camera, teach you basics and techniques and share their professional secrets with you and then you want to pay the 15 bucks an hour when any photographer worth their salt is charging at least 75 an hour to use a limited set of their skills for a photoshoot. REALLY? you can't get it from books and videos and you want someone to be extremely patient with you and teach you everything so you can go out and be a photographer? has anyone mentioned that you have to have an eye for it as well? It sounds like that is what you need and that can't be taught you either have it or you don't. Then on top of it all I am sure since you are cheap skate with the money you are offering that once you STILL don't get it and STILL can't take great images you will bad mouth whoever it is that teaches you. Not to mention the fact that anyone that will do this for 15 bucks an hour is probably doesn't have the knowledge or the experience to actually teach you.
I have taught several people exactly what you are asking for but never for 15 bucks an hour that is just a huge insult to anyone that knows what they are doing.
